I'm changing my vote to Roronoa Zoro. Three swords and he can cut steel? Awesome.
I guess technically, Mihawk is better. But Zoro has to beat him sometime!

My favorite would have to be Hajime Saitou, The Wolf of Mibu from Kenshin. He's the greatest of anime bad asses. Truly.
Still, I'd have to say the strongest is Makoto Shishio. It's true, had he not combusted, Kenshin would've been killed. That final Ama Kakeru Ryu No Hirameki really took it out of him.
