here for me the time is 12:00 and it is like 1:00 in the forums time

You set the time.
Go to user CP
Then edit options
And the rest you can do.

yes but i dont know what time the forum itself is set at ...not the pc's clock
...or in other words what time zone is the forum is in

Like PAA said, it doesn't matter since you can set your local time in your profile. But if you really want to know, the server's time zone is GMT-6.
