You're welcome to use a name that you have used before, but you'll need to wait two weeks until you are eligible for another name change.

Hey Krang, this is Paradigm City Hustla and I've been thinking about changing my username for a while now.
Since in two weeks it will be my birthday and it takes that long to be eligible for another name change (I don't know if this applies to me but just in case), I would like my name to be changed then.
Anyway, please change my username from Paradigm City Hustla to Nine XXVI. Thanks.

The time limit only applies to you if you have changed your username before, however...if I recall correctly Paradigm City Hustla, you have never changed your username. The time limit kicks in after your first username change.
So if I am correct in presuming you have never changed your username before, you can request a change whenever you would like.

Like FP said, the four month limit doesn't apply to you, so I changed your name.
