I wouldn't say it was a planned allusion, but I think there's a pretty good chance that whoever was in charge of making up those names watched Big-O before.

My husband told me that one of the writers on Dr. Who is a big anime fan, so chances are, it was a nod to Big O..he's going to look up the info for me, and see if it is the writer that is the anime fan.
