What is the speech that Roger gives Dorothy when he says
"some people like to stand in the rain without an umbrella, thats what it means to be a free man."

It's from Act 13: R.D. It's not really a speech..., You got most of the line.
"We have choices. Some people like to stand in the rain without an umbrella...that's what it means to live free."

I think it's actually repeated in 14 at least once, too, but I don't think there's any more to it than that. One of those 'ongoing theme' things.
