Who is the guy in Dales bar Roger is always talking to. Is he the "director" of what ever is going on. Also why does Roger pay him?

That's Big Ear. He's basically Roger's informant of all the going's on in the city, rumours, etc. Roger pays him for this information.

Big ear being an android was a whole 'nother wtf dropped onto the exisiting massive pile of wtf's that the previous 25 episodes had already accumulated.
