Roger was born 15 years after the amnesia.

Roger had the memories implanted into his mind when he was 10 years old. That's 25 years after the event. The memories weren't implanted into the children during the time the amnesia happened, but 25 years later.

There are some scenes in the show that suggest that Roger doesn't remember much about his childhood. Maybe when he recieved the memories of the previous Roger Smith he lost some of his own memories in the process.
