I'm pretty sure its Izumi's foot. I know she wears shoes like that one. Izumi is the woman who trained Ed and Al when they were first learning Alchemy. She becomes a major character later on. She is really strong (even managing to fight Greed for a bit), so Ed decides he wants her to be his teacher again, which leads to several moments like this one.
