They could be reappearing due to a program that uses IE's rendering engine, even if you're not using IE itself. Does clearing the cookies, cache, and history from IE clear those folders out? Do the corresponding folders in your Windows profile have any files in them?

To repair it, you'll need to boot your computer from the WinME boot disk. If you don't have one, you can download one
here. Once the command prompt appears, type
scanreg /fix to see if it can be repaired. If not, type
scanreg /restore to restore a previous version of the registry.

Now click "Fix checked" and exit HijackThis, but don't reboot yet. While you're still in safe mode, open Windows Explorer under Start Menu > Accessories and select Folder Options from the Tools menu. On the View tab, make sure that "Show hidden files and folders" is selected and that "Hide protected operating system files" is not checked. Apply the changes if necessary. Now delete the following files (if they exist):

Additionally, uninstall everything related to Viewpoint through the Windows Add/Remove Programs Control Panel. Now restart your computer again, run HijackThis again, and post the new log to make sure the spyware is gone.

Try downloading Winamp again and installing over your existing installation. This should overwrite the Hebrew files while retaining your other settings.
